In order to assure the obedience of the principle of legality concerning administrative acts, the Romanian State has enforced the institution of the prefect which oversees, among others, the maintainance of the organisation and the assurance of a good functioning of the local public administration, taking into account the limitations established and imposed by the legislator, the administrative act being, in fact, the main legal form in carrying out the activity of the public administration. |
