Rezumat

In the context of global socio-cultural transformation and actualization of innovative changes in national educational models in the modern «network» information environment, the growth factor of «human capital» as a key strategic resource in the dynamics of sociogenesis is of particular importance. It is noted that often «human capital» is derived in the economic rather than socio-cultural category, and the problem of its effective use often does not correlate with the «human factor» and humanistic principles of social arrangement. Modern aspects of the transnational economy and global informatization processes largely determine the «investment» in educational clusters, defining new trends in the «knowledge economy» in Russia and the world. The high level, accessibility and fundamental nature of education becomes not only the most important form of «human capital», its basic component that affects the growth of labor productivity in the economic sector, but also the main factor in increasing its share in the overall structure of the national wealth of the country. The value of high-tech and a priori humanistically focused education as a cultural tool for increasing «human capital» can serve as a guarantor of solving social problems, improving the quality of life and implementing complex investments in people.
