The orientation towards a better democracy as a concept projected on the structure of the state in good governance can be considered a universal position, as further improvements are made in terms of effec-tiveness and efficiency of good governance according to the government, changes also occur in the nature of these democratic aspirations. If the function of government improves with progress in participatory development, so that the government more effectively reflects the will of the people, people’s trust in go-vernment increases and, in the long run, the democratic orientations of the state evolve to a higher quality. The strength of the nation’s democratic aspirations will also influence the process of forming political and administrative structures and government competence to make this national position a reality in practice, the result of this will also be to influence the progress of participatory development. Therefore, the abo-ve-mentioned aspects reflect the need to examine and analyze the concept of „good governance” and the models of implementation in social practice.
