While being at a difficult age and taking his first steps towards an independent life, a minor is often facing issues which are difficult to solve, and the solutions he finds are not always satisfactory. Moreover, some of these solutions are in breach of the legislation in force, so corrective action is to be taken. However, it is widely accepted there is no such thing as “children of others”, and thus the issue of juvenile delinquency is no longer a problem of a family or of the state.
