The article examines the relationship between political and bureaucratic powers in the context of the new information technologies. It is argued that good governance for „new democracies”, which includes three main dimensions (political, institutional and technical), would mean efficient results in terms of governance processes and institutions. The analysis takes into account the national context in which the political-administrative institutions, which are strongly influenced by the choice of European integration of the Republic of Moldova evolve. |
