Rezumat

Initiativa Belt and Road (traducere aproximativa in RO: Drumuri si Inele de Centura/Ocolitoare) reprezinta una dintre marile oportunitati de investitii ale acestui inceput de mileniu. Articolul analizeaza din perspectiva economiei politice a masei continentale Eurasiatice potentialul de dezvoltare generat de catre aceasta initiativa a guvernului R.R. Chineze. Sunt analizate elemente de economie a spatiului eurasiatic, efecte asupra factorului munca precum si a relatiilor dintre acesta si factorul capital in contextul spatiului central al masei Eurasiatice pe care initiativa urmareste sa il valorifice economic, creand astfel o alternativa de uscat la rutele maritime ce circumnavigau masa continentala Eurasiatica. Puterile continentale cum ar fi China (R.P. Chineza) dar si Rusia, intr-o anumita masura, au gasit astfel un spatiu unde puterea lor economica si politica se poate manifesta nerestrictionata de interesele puterilor occidentale, prin excelentga maritime.

The paper focuses on the potential effects of the large Belt and Road Initiative (the BRI) promoted by the government of the People’s Republic of China on the development perspectives of the Eurasian landmass. Looking at three major inequalities of distribution which so far hapered the development perspectives of its central rgions, which the intiative aims to advance first and foremost, it concludes upon the existence of a vast empty space in the inner area of the landmass. It is this inner space which dispalys a high endowment with resources but which lacks both capital and, to a certain extent, labour. Thus the BRI aims to bring both labour and especially capital next to natural resorces and thus capitalize on what mayu be perceived as a optimal combination ofthe factors of production. A combination which itself „combined” with the centrality of the area within the landmass may re-open a old land route thus circumventing the maritime routes opened around the landmass by the Western powers. Accordingly, land powers such as China, but also Russia, may have found a way to project their newly acquired power in an area where the West cann place no hindrance to it.
