Статья посвящена исследованию опыта ЕС в реализации одного из успешных инструментов инновационной политики, такого как инновационный ваучер. На основании анализа правового механизма обращения и реализации в региональной инновационной политике ЕС выяснена направленность инновационных ваучеров на стимулирование взаимодействия между предприятиями и научными организациями, что позволяет обеспечить реальную активизацию инновационных процессов в стране. Благодаря простоте, доступности и эффективности в реализации, в статье исследована возможность внедрения инно-вационных ваучеров на территории Украины и адаптации их к национальному законодательству путем признания отдельным видом ценной бумаги с внесением изменений в Закон Украины «О ценных бумагах и фондовом рынке».

The article is concerned with the investigation of EU experience in the implementation of one of successful innovative policy instruments such as the innovative voucher. Innovative vouchers’ commitment to stimulation of cooperation between enterprises and research organizations, to ensure the actual innovation process in the country, is determined on the grounds of the analysis of the legal turnover mechanism and mechanism of implementation of EU regional innovative policy. Due to the simplicity, accessibility and efficiency in the implementation the opportunity of the implementation of innovative vouchers on the territory of Ukraine and national legislation adjustment by recognition it as a separate form of securities succeeded by amendments to the Law of Ukraine «On securities and stock market» is examined in the article.
