The Zemstvo of Baltsyuezd was functional for approximately 50 years. It stared its activity in November 15, 1868, when the Zemstvo Regulations of January 1, 1864 were promulgated on the territories between the Prut and the Dniester and the first elections for the mentioned self-government institutions were held. The Zemstvoof Baltsyended its activities by the end of 1925, after Bessarabia joined Romania and the new law on administrative integration was adopted. While deliberating upon the functioning and activity of еруZemstvo of Baltsyuezd one can state: this institution was in charge - sometimes more, sometimes less than others Bessarabianuezd Zemstvos did – with the vital aspects of the local society, being
especially focused on the development of public education and health. After the Zemstvo the building of hospitals and schools began in the uezd, some agricultural schools were launched and many other community institutions were established. The activity of the Zemstvo in Baltsyuezd touched upon all social aspects and the fields once covered by ignorance and darkness, were well functional by the end of Zemstvos’ activity. Zemstvo institution, regardless to the difficulties imperfections it faced, was represented in Baltsyuezd by a number of interesting personalities. Many of them did not forget
their ethnic origin, did not accept the Tsarist policy in Besarabia and voted for the Unification with Romania in March, 1918. |
