Rezumat

The evolutionary analysis of the control concept in the public administration proves that control was perceived as an inseparable phenomenon of state governance even in antiquity, and prove can be found in the philosophical ideas of ancient researchers – about control being an attribute of management. Governance that is both democratic and efficient is based, first of all, on the effectiveness of public administration activity. This is why nowadays the basic concepts and theoretical aspects of public administration are becoming the foundation of the priorities of development, improvement, and modernization of the public administration system, where control is perceived as way to ensure the effectiveness of both public administration organization and functioning. The modern concept of the control of public administration authorities’ activity is focused on pursuing and identifying new ways of improving an activity of the public administration that is already perceived as a positive one.
