This article explores some problematic issues of policy evaluation. The discussion on ensuring the effectiveness of policies using the knowledge and evidence provided by the theory of evaluation is considered. This knowledge should be applied early in the policy cycle during the policy development or revision phase. Knowledge about the causal relationship between influence and policy outcome can be obtained through various approaches, within the framework of constructivist, positivist and rational models.
