The modernization of the administrative system, as a whole, and of the local public administration system, in particular, are clearly reflected by the level of democracy in a country. The transparency of the activity of administrative authorities, the involvement of the community members in the decisional process, the level of meeting the requirements of the population presumes changes and transformations at the structural and functional level of governing and the creation of the decisional process, which should be equal and well-balanced and reported to the public interest. This research examines the mutual conceptual connection between the public local authority and the community partnership as an imperative requirement for the modernization of the system and the reformation of the local public administration, stimulating it to be more coherent, efficient and effective and to match the real needs of the communities.
