In his paper, the author performs a general historical approach of central public administration establishment and evolution in the Republic of Moldova, starting with the second half of the fourteenth century – beginning of the fifteenth century, in which times a classic state establishment process has begun in the Country of Moldova, with all its particular functions, attributes, and institutions. The analysis ends in our times, when central public administration reform is a basic precondition needed in order to honour European integration commitments and aspirations. Historically, from the author’s standpoint, genesis, establishment, and development of central public administration in the national territory have gone through several specific stages: 1. Central public administration in the historical Country of Moldova (fourteenth-fifteenth centuries). 2. Administrative system organization in Basarabia (1812-1918). 3. Central public administration in Basarabia and left-Nistrian territories in the years 1917-1940. 4. Soviet public administration system (1940-1991). 5. Central public administration establishment and evolution in the Republic of Moldova (1991 - present). At the beginning of his paper, the author analyzes several theoretical concepts regarding central public administration, needed in order to enhance the place and purpose of the latter in the general public administration system in the Republic of Moldova; concepts also needed in order to facilitate understanding of the importance of central public administration in the process of national state genesis and evolution. In the final part of the article, the author analyzes new approaches in public administration and comes up with some general considerations on the future of public administration.
