Rezumat

For existence of a democratic regime is necessary to obtain basic values: freedom, justice and equality before the law, transparency, tolerance, right competition, equal opportunities, and equal rights. These values of democratic society are the basic ideas of a particular community. For community members, they become practice, just through the behavior of citizens and public authorities.
