The assessment of the Republic of Moldova regarding people-centred land governance and NES were developed through a clearly defined process based on the study of legislative acts, policy documents on land governance, specialized literature, and participatory bottom-up approaches. Serious errors have been made regarding the interpretation and implementation of legislation that partially compromised agricultural reforms, the inadequacy of land allocated in kind with that indicated in the property title, and the problem-solving mechanism is missing. The National Engagement Strategy (NES) is the first step of an approach promoted by the International Land Coalition (ILC), at country level, in order to create the conditions for a policy change for an inclusive, people-centred land governance. The most critical and urgent challenges have been identified as follows: improving the legal framework and conflict resolution around land ownership; integration of environmental protection principles into local and national development plans and their implementation; governance of commons; supporting small and medium-sized farmers and transparency and public involvement in the decision-making process. |
