Ensure that a local government that operates democratically and autonomously has the capacity and resources to deliver public services according to the needs and requirements of the beneficiaries, in terms of efficiency, effectiveness, equity, including from the perspective of the rights of vulnerable groups, and financial discipline has become a strict necessity for the development of local autonomy in the Republic of Moldova in the context of deepening democracy. Until now, local authorities have been operating in an excessively politicized environment with an administrative capacity that is currently extremely low, which is reflected in the disproportion between the legal attributions and the financial resources allocated to them.
