Manifestations of terrorism, externalized by terrorist crimes, are distinguished by an increased degree of harm. Due to this fact, we consider obvious the need to pay more attention to the protection of the most important social values and, implicitly, social relations corresponding to these values, which are affected by committing the respective criminal acts. By incriminating these facts, the national legislator institutionalized the existence of a separate category of offenses, that are distinguished by common features and criteria which allow the identification and delimitation of these category of offenses from other unlawful deeds or groups of offenses.
