Introduction: It can be said that two main policies are followed in Turkey to eliminate regional development differences: Priority Regional Practices in Development, Regional Development Approach. Regional development efforts, which were followed at a limited and inadequate level from 1923 to the 1960s, were systematically implemented with "Priority Regions for Development" practices. In the 2000s, these policies based on central planning were abandoned and the Regional Development Agencies (RDA) model was adopted. Aim and Scope: The scope of the study is aimed at analyzing the policies followed in the economic development process in Turkey and their consequences. In this context, the aim of the study is to evaluate RDA's performance. The study aims to answer the following questions: To what extent has the system change aimed at reducing development differences affected regional development? Are RDA's performances at a level that will ensure regional development? Method: The study is based on performance analysis. The following five indicators were used for performance measurement in the study: 1) "Technical Support indicator", 2) "Financial Support indicator", 3) "Budget Possibilities Indicator", 4) "Investment Support indicator" and, 5) "Agency Organization and Cooperation Indicator" Indices created using formulas developed for each indicator were used to determine RDA's performance. RDA's activity reports and the General Directorate of Development Agencies' activity reports were used as data sources in creating the indexes. Findings: As a result of the analysis, although RDA's were organizationally sufficient in terms of quantity, it was seen that they were inadequate and unsuccessful in terms of the evaluation parameters used in the study. |
