In this article, the authors compare the phenomenon of promoting human rights in the European Union and the Eurasian Union. An integral part of EU's Human Rights Policy is a series of Guidelines on issues of importance to the EU. EU Guidelines have been adopted at ministerial level and they represent a strong political signal that they are priorities for the EU and its Member States. These Guidelines are pragmatic instrument of EU human rights policy and practical tools to support EU missions to advance the policy. Respect for human rights and dignity, together with the principles of freedom, democracy, equality and the rule of law, are values common to all European Union (EU) countries. Since 2009, the Charter has been legally binding on the EU institutions and national governments (when they are implementing EU law). |
