Libertatea de conștiință este o libertate fundamentală, care tine de însăși natura ființei umane. Gradul de protecție al acestei libertăți determină esența oricărui regim politic, violarea libertății de conștiință fiind indicator principal al unui regim totalitar. Contrar unei simplități aparente, libertatea de conștiință este o noțiune complexă și multiaspectuală. Timp de secole, filozofi, istoricieni și juriști au conferit semnificații multiple percepției sale teoretice. Totuși, componentele acestei noțiuni, precum "libertatea" și "conștiința" au fost întotdeauna considerate ca fiind conjugate şi interdependente. Conținutul conceptului de „libertate de conștiință”, nu apare ca o sumă mecanică a componentelor, ci are propria sa semnificație, determinată de natura sa multidimensională. Complexitatea categoriei libertății de conștiință, condiționează posibilitatea de identificare a mai multor aspecte ale acesteia: etico-moral, filosofic, sociologic, politic, ateist, religios și juridic.

The freedom of conscience is a fundamental freedom, which belongs to the nature of the human being. The degree of protection of this freedom determines the essence of any political regime, the violation of freedom of conscience being the main indicator of a totalitarian regime. Contrary to apparent simplicity, the freedom of conscience is a complex and multidimensional notion. For centuries, philosophers, historians and lawyers have given multiple meanings to its theoretical perception. However, the components of this notion, such as "freedom" and "consciousness", have always been considered as conjugate and interdependent.
