В статье проанализировано, что одной из отличительных черт развития современных демократически организованных территориальных общин в Украине является децентрализация процессов их функционирования, то есть осуществление определённой степени государственной власти субъектами, независимыми от государства, путём передачи им значительных полномочий и бюджетов с той целью, чтобы как можно больше полномочий имели те органы, которое ближе к людям, где такие полномочия можно реализовывать наиболее успешно. Обосновано, что на уровне общин процессы децентрализации замедляются из-за недостаточного правового регулирования процессов распределения и передачи полномочий, которые сопровождаются отсутствием предоставления надлежащего финансового и ресурсного обеспечений. Расширение полномочий на местном уровне требует выполнения сложных задач квалифицированным персоналом.

The article analyzes that one of the distinguishing features of the development of modern democratically organized territorial communities is the political decentralization of the processes of their functioning, that is, the exercise of a certain degree of state power by entities independent of the state, by transferring significant powers and budgets from in order to have as many powers as possible those bodies that are closer to people where such powers can be exercised most successfully. It is proved that at the community level, decentralization processes are slowed down due to insufficient legal regulation of the processes of distribution and transfer of powers, which are accompanied by a lack of adequate financial and resource provision. Empowerment at the local level requires the accomplishment of complex tasks by qualified personnel, which alas is not enough. To do this at the regional level the Ukrainian government should help local authorities provide qualified personnel
