В статье исследован административно-правовой статус сервисных центров МВД Украины путем анализа положений ведомственного обеспечения деятельности Главного сервисного центра, региональных и территориальных сервисных центров МВД. Предложена авторская классификация полномочий сервисных центров МВД, в частности разделение на функциональные и организационные, а также распределение организационных полномочий Главного сервисного центра МВД по блокам: финансовым, информационным, кадровым, поощрительным и антикоррупционным. Раскрыта контрольная (мониторинговая) направленность задач сервисных центров МВД, связанная, с одной стороны, с соблюдением субъектами хозяйствования и другими субъектами требований законодательства в сферах предоставления сервисных услуг МВД, с другой – с осуществлением ведомственных контрольных и организационных процедур в системе деятельности региональных и территориальных сервисных центров МВД.

The article analyzes the administrative and legal status of service centers of the Ministry of Internal Affairs of Ukraine by analyzing the provisions of the departmental support of the Main Service Center, regional and territorial service centers of the Ministry of Internal Affairs. The author’s classification of powers of service centers of the Ministry of Internal Affairs, in particular division into functional and organizational, and also distribution of organizational powers of the Main Service Center of the Ministry of Internal Affairs by blocks: financial, informational, personnel, encouragement and anticorruption, is proposed. The control (monitoring) orientation of the tasks of the service centers of the Ministry of Internal Affairs is revealed, on the one hand, compliance of the subjects of economic activity and other subjects with the requirements of legislation in the spheres of providing services of the Ministry of Internal Affairs, on the other, the implementation of departmental control and organizational procedures in the system of activity regional and territorial service centers of the Ministry of Internal Affairs.
