The phenomenon of the „street children” is a direct consequence of the social disorganization involved in the processes of the change and the development generated by periods of crisis and economic instability. In order to prevent and solve the problem of street children and families in difficulty, in 1997, a special structure was created by the decision of Chisinau City Hall: the Municipal Department for the Protection of Child’s Rights (MDPCR). MDPCR has signed partnership agreements with civil society organizations that have private placement centers and provide alternative social services to street children. The Social Investment Fund of the Republic of Moldova is a project of the Government of the Republic of Moldova which, through the „Social Development of Children at Risk” program, has started the operation of social assistance services based on community contribution, creation of alternative social services, creation of opportunities and opportunities equal for all children, including disabled, preventing the institutionalization of children at risk. The development of partnership between different state institutions in the field of social services for children in risk situations and the associative sector contributes to the improvement of social policies aimed at street children.
