The prototype of the European Commission, as the supreme body of the European Coal and Steel Community (ECSC), was an attempt to create an effective management tool that would keep the balance between the legislature and the executive power, as well as the alignment of the traditional control and balance system and mechanisms incorporated by the creators of the CECO treaty. The European Commission inherited this special relationship in the legislative and executive branches of the European Union, whose powers have been interconnected, and which do not fit into the classical theory of separation of powers. As a result, it has been demonstrated that legislative and executive powers in the European Union can exist, not in terms of constraints, but functional, complementing each other by interacting at different levels - in accordance with the principle of subsidiarity - with the power bodies of all levels of the Member States .
