The aim of the article is determined to provide the historical and legal characteristics of the formation of the institute of administrative features (public) in the field of urban planning services in Ukraine and abroad. The history of the institution of administrative services in Ukraine, taking into account the above-mentioned study of the history of science of administrative law can be described through the provision of major periods of the formation of the system of administrative services to public authorities in Ukraine: I period (1998–2006 gg.) – The appearance and the introduction into practice bodies of state power of the concept of services to citizens; II period (2006–2008) – Adoption by the Cabinet of Ministers of Ukraine of the Concept of development of administrative services and streamlining; III period (in 2008 .. – Present) – the direction of the Cabinet of Ministers of Ukraine by means of administrative services to the State Budget of Ukraine and the reduction in the number of such services.

У статті надається історико-правова характеристика особливостей становлення інституту адміністративних (публічних) послуг у сфері містобудування в Україні та в зарубіжних країнах. Історія становлення інституту адміністративних послуг в Україні з урахуванням вищезазначеного дослідження історії науки адміністративного права може бути описаною через виділення основних періодів процесу формування системи надання адміністративних послуг органами державної влади в Україні: I період (1998–2006 рр.) – виникнення та запровадження у практичну діяльність органів державної влади концепції надання послуг громадянам; II період (2006–2008 рр.) – затвердження Кабінетом Міністрів України Концепції розвитку адміністративних послуг та їх впорядкування; III період (2008 р. – до сьогодні) – спрямування Кабінетом Міністрів України коштів від надання адміністративних послуг до Державного бюджету України та зменшення кількості таких послуг.
