Statul este cel care, conform reglementărilor juridice, este obligat să ofere protecţie şi securitate fiecărui cetăţean care îl compune. În acest context, cel mai eficient tip de stat este statul de drept, în care toate activităţile puterii şi ale reprezentanţilor săi, de sus pînă jos, se desfăşoară conform legilor şi constituţiei, iar ordinea socială este bazată pe respectarea legii. Într-un stat de drept se cere şi se impune tuturor instituţiilor, întreprinderilor şi cetăţenilor să respecte legea pe baza vechiului principiu roman: „Dura lex, sed lex” – „Legea este dură, dar este lege”.
