The article presents a short introduction on the family policy pursued by the Soviet regime from its creation in 1917 to its collapse in 1991. The author distinguishes several stages of this policy. The changes in this respect were determined by the changing interests of the Soviet Union in certain periods of its history. For instance, immediately after the Revolution of 1917, the Bolsheviks disregarded the family and even encouraged at the ideological and legislative levels the destruction of family because of its supposedly bourgeois character and bulwark of private property and
capitalist values. Afterwards, sensing the damaging effect of this policy on demographic growth, Stalin decided in mid 1930s to reverse this policy. His followers continued this trend using however various methods in attaining almost the same goals. |
