Rezumat | ||||||
The notion of autonomy emerged in the context of issues of administrative organization, as a principle indissolubly linked to administrative decentralization system. Local autonomy is characterized by recognition by the Constitution of the wide powers of territorial units: region, province, county, town, commune who are headed by groups elected by vote of all citizens, regardless of nationality, level of culture, ethnicity or language. These local authorities are political establishments of residents who are in their territorial boundaries. |
