Rezumat

On 6-11 April 1978 the Communist Party organized in several institutions in Moldavian SSR, discussions about the project of the new Constitution of the republic. After them the Party representatives have written reports about these discussions. Some of the reports, especially those from Chisinau, Balti, Tiraspol are more detailed and also included pluralist opinions. The pluralism was within the realities of those times and of the perception the citizens had. Other reports included standard opinions. Among the improvements required by people were – the improvement of the life conditions (utilities also), payments for mothers with 1,2,3 and more children and also improvements concerning the calculations of the worked period for retired. For example, persons who worked in a Collective farm and after that as civil servant were appreciated only for the second job. The first one was not calculated in such a case. As term of comparison author proposes the anonymous opinions expressed by citizens at the elections for Supreme Soviet in March 1979. The reports show a considerable number of uncontented and of issues which were not on public agenda. Among them were the same issue of the utilities (warm and water supply, road near the blocks etc.), critical opinions about candidates and bureaucratism, and even “melancholia” for Stalin.
