The Republic of Moldova has been in a transition process for several years, this period characterized by poverty, unemployment, corruption, reduced access to quality services, increased violence, discrimination, migration. These negative factors led to the social vulnerability of the population, the most affected being children, who are at an age of formation and knowledge of their own personality and need special protection and access to more services. The persistence of the phenomenon of juvenile delinquency and the efforts of state institutions and civil society, aimed at effective and prompt intervention in the field of juvenile justice, determine the need to perfect social policies in this field by taking into account the theoretical aspects regarding juvenile delinquency, the results obtained in the framework of the studies carried out in this field, the normative framework, the programs and recommendations of the Council of Europe and the UN Committee, the international experience in the development of strategies to prevent juvenile delinquency. The conditional release of minors implies the internment of minors in a special educational and re-education institution or in a curative and re-education institution is established by the court for a term until they reach the age of majority.
