Decentralization is a way to increase the responsibility of local public authorities by transferring powers from central bodies, which exercise delegated public power through general elections to local public administration bodies, which have acquired powers as a result of local elections. Deconcentration of administration is a variant of the system of administrative centralization, characterized by the fact that the local representatives of the central authorities acquire some rights of own decision, and certain issues of the administrative-territorial units are removed from the competence of the central bodies. |
