Due to objective and subjective factors, currently in the Republic Moldova, at local level there are major problems in the organization, provision and development of public utilities services. Intermunicipal cooperation (IMC) mechanism widely used in the developed countries for the organization and delivery in common of public services by two or many local authorities, although it could help in providing of missing or undeveloped public service is not yet applicable in Moldova. One of the reasons is the lack of appropriate instruments to stimulate implementation of IMC. International experience attests that IMC was launched as a voluntary cooperation initiative, but because it does not achieved the expected results, was stimulated by various financial support programs. Financial incentives to stimulate IMC exists in Moldova, just that they are not used appropriately. In this regard it requires a range of changes in the legal framework to ensure financial support of IMC initiatives |
