Rezumat

The political history of the Habsburg Monarchy saw numerous contradictory socio-political events. These events went construct a specific political system, in witch the enperor and the imperial dynasty were dominant. Relations between Bucovina and Vienna can be appreciated with the help of the mechanisms for interaction betwwen the metropolis and peripherial areas. Bucoina was a periphery of the Austrian state. For this reason, Vienna used every method possible to integrate it into the political system. This is why the political decisions made in the Habsburg Empire had to underline the efficacy of the myth of the „good enperor”. The political decisions made by the House of Habsburg were determined by a host of Machiavellian elements. These elements were dominant in the peripherial areas of the empire. The metropolis took account of Niccolò Machiavelli’s concept of the need for the soereign’s presence in occupied or annexed territories. The ideea of the „presence of the ruler” materialised in the form of the Austrian state’s communicational policy. The metropolis constructed artificial images about the cultural mission of the Habsburg Monarchy and about the struggle against „invasionns from the exterior”. The attitude of Bucovinian politicians towards the political system of the Habsburg Monarchy was influenced by political myths and inented ideologies. The process of establishing yhe Diet of Bucoina, as an organ of local self-administration, determined the formatie phases of the attitude of Bucovinian politicians toward the state. In the beginning, the politicians of Bucovina werw preoccupied witch the question of co-existence betwwen the philosophy of absolutism and liberal tendencies
