Background. The population has an ever-increasing demand for medical services. The accelerated development of technologies is accompanied by an increase in costs, but also in clinical risks. The provision of medical care to the patient and his family presents the essential element around which the activity of the medical workers and the management of the health system take place. Objective of the study. Estimation of the basic principles that allow the determination of the efficiency of medical services in the Republic of Moldova (RM) and their comparison with other EU countries. Material and Methods. I analyzed 11 bibliographic sources to study the basic principles of the efficiency of medical services in RM, as information sources served data presented in 4 studies, 3 research articles, 2 publications, a project, an order. Also, the results of the efficiency of medical services in RM were reported to the data of other states. Results. An important part in estimating the efficiency of medical services is measuring the satisfaction of the beneficiary. Based on the results of a pilot study, it was found that 77.8% of patients are satisfied with medical services in Chisinau. According to Independent Analytical Center Expert-Group, the main problem facing the medical system is the provision of sufficient financial resources. Without the application of reform measures in the financing of medical services, by 2030 there will be a revenue deficit of about 9%, and by 2050 this deficit will reach 26%. The level of transparency of the domestic health system is 36%, which ranks us among countries with an unsatisfactory level of transparency, along with countries such as India, Saudi Arabia, South Africa. The best results are in Denmark (74%), Finland (73%), Sweden (71%). Conclusion. The analysis of the basic principles of the efficiency of medical services remains insufficient to present a complex feature of the efficiency of medical services, as they are largely subjective indicators. In order to create a complete picture of the efficiency of medical services, it is necessary to examine the methodology of cost, expenditure and efficient activity of medical institutions and to develop a set of quality indicators. |
