In the XXth century in various countries there were undertaken multiple attempts to treat the theme of civil society, different models being suggested.. As a starting point in all cases there served the ideas of democracy reached by means of various methods, including the use of force. Statistic evidence, concerning the activity of law services engaged in protecting legal norms, prove that most of the anti-criminal social reaction models are based on repression, and the principal prophylactic subjects of these criminal phenomena are the police, the Office of Public Prosecutor and juridical bodies.
