International public law does not contain express rules on the liability of States for non-compliance with the status of neutrality. These can be deduced from the practice of States, but also from certain conventional provisions, which are currently largely outdated. Today there is a need for universal codification in the area of state responsibility for breaking its status of neutrality, as well as other States for breaking neutrality. |
