The International Conference entitled “The phenomenon of juvenile delinquency in Republic of Mol- dova: challenges and solutions” (the conference took place in Chisinau during September 28 to 29) falls into the measures developed for public consultation to identify and promote solutions designed to establish a justice system suitable for minors. Among the following we will treat issues concerning liability contravention of minors, which is an indispensable part of juvenile delinquency, in terms of law violations. The examination of this issue leads to the conclusion that the offenses in juvenile delinquency have accumulated over time and continues to accumulate a lot of controversial questions and wrong solutions, all attempts to impede the synthesis of specific guidelines in the policy against and prevent the phenomenon contravention to minors.
