Over the centuries, human rights were the subject of fighting, mass claims, not easily recognized in all cases. Their political nature should be mentioned as well, but in a very broad sense. So human rights formed an object of claim for some large movements, a series of progressive forces in the true sense of the word, meaning the forces that perceived the direction of human progress, assuming them. In addition to these specifications, human rights have also a crucial feature: to be recognized in a special way.And the safest way for the consecration and their recognition is the State Constitution. There is no state in the world that claims to be democratic and does not have a department dedicated to the Constitution of fundamental human rights and freedoms. |
