Rezumat | ||||||
A central problem of representative democracy is how to ensure that policy is responsive to the interest or preferences of citizens. The constitution of the Republic of Moldova deals with the electoral side of this problem by constructing institutional safeguards and incentive structures designed to make elective representatives responsive to the citizens. This paper explores the principles of the political control of bureaucratic decisions. Also elected officials seek ways to monitor and control how bureaucrats exercise this authority. Their aim is to ensure that administrative decisions remain as close as possible to those that they would otherwise make themselves. |
