Rezumat

Arriving at the 70th anniversary, the Universal Declaration of Human Rights was marked by several events in the scientific space of the Republic of Moldova, being an opportunity to promote, engage and reflect on the Declaration and its relevance in the life of day by day. The principles set out in the Declaration represent an ideal of democratic societies that promote respect for human rights and freedoms and that is why every year onDecember 10,the stateofaffairsintheHumanRightschapterisreassessed. Both the content of the Universal Declaration of Human Rights and the European Convention on Human Rights, adopted in 1950 by the Council of Europe, reflect the values of civilization and democracy: the right to life, the prohibition of torture, slavery and forced labor, the right to freedom and security , the right to a fair trial, respect for private and family life, freedom of thought, conscience and religion, freedom of expression, freedom of assembly and association, the right to marriage, the right to an effective remedy and the prohibitionofdiscrimination. At the same time, the dynamics of the knowledge-based society, the stateof-the-art technology society, the information society require the redefinition, reassessment of the value foundations of the state social organization through tools offered by contemporary science, as well as the understanding and explanation of the legal dimension of the information society, but also of the placeofferedbyHumanRights.inthesesocialrealities. The building of the information society, one of the strategic directions of global development, is based on the wide implementation of information and communication technologies (hereinafter - IT&C). According to the Declaration of intent, signed in Ljubljana in 2002 by the member countries of the Stability Pact for South-East Europe, Moldova has assumed the responsibility of building an information society, oriented to the interests of the citizens of the whole society, based on the principles enshrined in the UN Statute, in the Universal Declaration of Human Rights and in the Charter of BuildingtheGlobalInformationSocietyinOkinawa 2000. World practice demonstrates the positive impact of using IT&C. in the development of the contemporary society, the expansion and diversification of the population's access to high quality public information and information services in areas such as: governance, education, medicine, employment,andmanyotherfields. In the same context, however, we attest that the development of technology is also required by aspects and negative impact, generating new forms of crime, prejudice and social risks. Consumers of electronic information enjoy not only the advantages of technology, but also face its harmful effects. Thus, we find that the crecentral power in the general interest, can only be achieved by guaranteeing fundamental rights in the context of the development of communications and information technology. Thus, international order and security are strengthened. As a result, we believe that the new society, resulting from the development of technology must be reconsidered from the perspective of Human Rights, and the generally accepted values resized. At the same time, we must take into account that the reconsideration of social relations must be reflected not only from a practical perspective, but also from a theoreticallegislative perspective. Thus, the elaboration of the studies and research specifictothefield,isimposed asanecessity ofthecontemporaneity. Through the conference and the materials collected in this edition we have proposed to contribute to the development of the legal framework and the doctrines specific to the field, but also to present thematic topics for discussion and raisingpublicawareness,oronly throughresearch anddiscussion attitudes, knowledgeandpositivesocialimpactcanbegenerated.ation of an area of freedom, security and justice, the preservation of generally recognized values, in which the common will expressed in legal norms can be applied and executed by a
