Amnesty is an act of leniency of legislative power, granted by an organic law on some crimes committed before the specified date in the law and which has the effect of removing criminal liability, of the enforcement of penalties and other consequences of conviction. Pardon is an act of clemency (goodwill) of state power which, under certain socio‑political considerations and criminal policy, those who were convicted is forgiven from the obligation to execute the sentence or ordering the shortening of execution of the sentence, or where a heavier penalty is replaced by a lighter.
