<description xml:lang='en' descriptionType='Abstract'><p>Administrative phenomenon is a social activity which aspire to acheive some special social aims, but each activity of an administrative nature is an activity realised by a group of persons to satisfy different needs and interests of other groups of persons. Specific to administrative phenomenon is the way in which it serves general interests of the society. Thus, it is about the interests which does not belong to the members of the society, but are established by the authorities which hold the political power at a certain moment.</p></description>
