The problems of political transit in the post-soviet space are analyzed. The emphasis is laid on the specifics of the appearance of hybrid regimes in some post-Soviet polities. It is stated that the vast majority of political institutions formed on the samples of Western democracies, are characterized by the inability of making decisions, and generating strategic courses of the development of society and controlling power resources. It is accentuated that the emergence of electoral politics in the form of "political machines" as a tool of mass mobilization and political control instead of party control nullify all the efforts to create a "civic participation". Instead, the exchange of resources between the main factors of the political process is implemented into practice at the national and regional levels. It is noted that the real conflict between groups of interests enables authorities to hide their own incompetence and allows strengthening their position in solving the main problem of the transition period - providing initial capital accumulation.
