Rezumat

Fundamental premises for conflict relations have become common trends within the Soviet republics, including the Moldavian SSR, to achieve independence. Union was condemned by the national ruling elites which have lost the need for a centralized vertical power. Due to the lack of counterbalance for the party-state power bodies in the form of structures of civil society institutions opposition, lack of a free press, independent public associations and other autonomous policy subsystems, it was impossible to form during the few years of “perestroika” an effective state building process. The wave of disintegration of the Soviet Union, taking over power and size, led the social movement within the Union republics. In the different political formations were actively created their own structures. It should be noted that all self-proclaimed republics show close solidarity to each other. In the Republic of Moldova held similar self-determination tendencies. One of which - in the southern districts.
