The public budget is a basic category of public finances, as a tool at the service of government to influence the economy and the society. This article represents a research made in the field of budget planning in the Republic of Moldova made in order to identify the main problems that persist in the field of planning the national public budget, such as reduced credibility of the planned budget, the budget execution deviating from planned budget, excessive concentration of planning functions of the national public budget at the Ministry of Finance. The solution for these problems is a complex reform made in the field of budget planning. The analysis of the Medium Term Expenditure Framework reform shows that from the theoretical point of view it may become a solution to make the budget planning process more efficient, however the reform had been partially introduced in the Republic of Moldova. In conclusion the authors states that a further study of the experience of the developed countries in reform implementation is needed as to identify ways to rationale the public budget planning in the Republic of Moldova.
