e development of the management of the civil service and of the civil servants requires, rst of all, the knowledge and the fullest possible understanding of the role and particularities of the human resources within the central and local public administration. e training, recruitment, promotion and training of public administration sta have a special signi cance in ensuring a quali ed sta within its authorities. It is necessary to keep in mind that the eciency of the administration depends equally on the way in which this sta is managed and, last but not least, on the management of human resources in the public administration. |
