In the present article the fundamental work of Constantin Stere has been delivered by the constitutionalist at the Department of Law at the University of Iaşi during the academic year, most probably in 1910-1911. Namely in the framework of the respective lectures for the first time the in the Romanian law school the very concept of constitutional law was established. The course was not published and is kept in the Library of the Romanian Academy of Sciences in the form of manuscript notes of a student, who took down the lectures in shorthand. In the paper there are analyzed various aspects of scientific and practical problems concerning the history of the English, continental European, including the Romanian, constitutionalism, a multitude of constitutional law principles and notions are defined, and a good deal of the course is dedicated to human rights and liberties.
