Strategic planning is the most important direction of increasing the efficiency of the management system at all levels of local public administrations in many developed countries and is determined at the legislative level. In recent years, in Romania, at the county level, less rarely at the municipal level, were developed strategies, complete programs and social-economic development plans of the localities, which represent an important stage of the organization of the local public administration, have been regularly developed. Thereby, this article is dedicated to the identification of the levels of strategic planning that are based on the main social-economic objectives and priorities in the context of the municipal public administration, on the example of Constanța municipality.
