Rezumat | ||||||
The recognition of the professional feature of the executive activity and of the public functions through which it is rendered, including ensuring its objectivity and continuity while it is carried out, implies a certain stability of staff in order to enable them to exercise power and civil service permanently and promptly, free of prejudices and political pressures of unlawful interference or abuse of power. We believe that, although the law does not say so, the civil servant has the right to have a career and the employer, i.e. the authority should assure their stability, promotion, advancement and continuity in office, whether there is a vacancy or not. |
