Besides the legislative, executive and judicial powers, the chief of state plays one of the most important parts in the state organization. If power is based on the principle of separation, then the institution of the chief of state is part of the executive power. So the institution of the chief of state, under different shapes, structures, attributes and prerogatives is of absolute necessity to society. |
