The authors are argumentum: transformation of the problem of the natural environment into the business of selling and buying of environmental pollution rights which will allow: creation of conditions for making more efficient the technologies of human activities, exclusion from economic cycle of technologies with high level of environmental pollution, inclusion of environmental interests in programs of economic feasibility of various activity intentions; extension of activities with low level of environmental pollution, transformation of the environmental protection effort into a problem of top importance; reduction of the environmental pollution level and of the human population morbidity.
